Ok..I'm gonna start this up. Batman has a HUGE history and very few characters actually get made..and if they do its never in a consistant format.
I'm gonna say this can be anyone in the animated, comic or movie universes. Please note that by each listing.

Great question. I dont really want to list them but i would like to see a bunch of 12" models of the bat family like Nightwing, Robin, Batman, Batgirl, Huntress and villians such as Scareface, Clayface, Joker, Catwomen, Deadshot, Deathstroke.. etc

What I have wanted for a long time... And as long as they are in the 5.5inch scale or smaller I'm happy no matter what line they come out in.
1. King Tut (DCIH, and since hes appearing in Confidential this is more possible than it ever has been before) 2. Alfred (one thats not freakishly tall or have to buy a batcave or special package to get, hoping he shows up in DCIH) 3. Clock King (hoping for one in BBatB or in DCIH, don't want to deal with matty collector) 4. Black Mask (animated or DCIH) 5. Hugo Strange (any animated version) 6. Puzzler (JLU) 7. Ragdoll (The Batman) 8. Spellbinder (animated) (I always thought and hoped for a bendy Ragdoll figure with a Spellbinder packin figure during The Batman line.) 9. Egghead (I know this is really unlikely, but a guy can dream) 10. False Face (animated)(I think this could be cool figure. Maybe one with a grotesque face that comes with alot of little masks he could put on. Or maybe replaceable heads.)
I'll be honest, in the Batman dept, I'll take any new character they can come out with, especially villains. The other day I was wishing that a new Batman line along the lines of BTAS would come out again. One that had 2-3 new villains per wave. I'm really hoping the next theme of DCIH after crisis is somethng kinda like an "Allies and Enemies" theme or something like that so maybe we could get even more random, off the wall characters than we are getting now.

As Shadowbat noted above, there is a Burger King keychain that can be used as a substitute, but I'd like an actual toy.

I know their not Batman characters, but they are Batman related...
I have always wanted Green Hornet and Kato figures. Preferably in scale with BTAS or JLU. Always wanted to play out a teamup between the two duos. I'm really hoping that the upcoming movie will only be PG-13 so maybe there will be a chance of a mass market line. Or atleast a 3.75 line, like what Mezco did with Hellboy.

well i gave this some serious though...
the burger king toy of inque is more on scale with dcih than the typical 5-6 inch area
i'd like a jason todd who isnt $60+ to get maybe an ace figure (yes i'm aware of the silver age set) frankly i want some cops and generic bad guys like thug and gangster and mobster and etc so you can have like 5 or so of them (also be able to buy them in a 6 pack [only way to get the 6th one] or something along those lines)
as said above, yes an alfred who is easily gotten
some different playsets like... police headquarters i dunno...like gotham theater (poor example) but just some place where there can be a matchup spoiler figure? i dont recall ever seeing one a ventraliquist figure (comic) i'd LOVE to see an azrael in his....metalhead suit, that'd be sweet maybe a 3 pack with a young dick grayson robin, jason todd, and tim drake (his 1st suit)
man i can go on and on
cavalier (comic) oooooooooooohh - clayface 4 pack...or 5 pack with basil, matt, .....preston, and lady clayface re relase the dcsh cassy batgirl ubu ? (although same might say the batman begins ras was ubu) ZSAZ figure (how could i forget! we could've at least had a batman begins version) i always wanted a batman forever sugar and spice 2 pack simon dark possibly jason bard (i could see dcuc maybe doing him in another 8 waves or so, maybe in an exclusive 2 pack with the question) catman maxi zeus cornelius stirk (although i dont ever see it happening...ever) lady shiva i would buy a figure of harold but i bet most people wouldnt
sorry for the long post
but i'd definately buy one of every figure i mentioned! (it'd break the bank though)

they definately made a mr. freeze with the spider body (that is what i remmeber being in batman beyond) it was a mission masters figure
i'd love to see an akham asylum playset!!!!!! with at least 10 or so cells (perhpas with an exclusive jeramiah arkham figure)
perhaps a joker's lair playset or something along those lines
a movie master tumbler (on scale with bat pod, bigger than the stealth tumbler) a movie masters joker semi truck!!!! that can open and hold tons of joker thugs! perhaps another kind of movie master joker thug (we got the clown mask kind, but there are stocking on their face kinds also)

they definately made a mr. freeze with the spider body (that is what i remmeber being in batman beyond) it was a mission masters figure The Mr. Freeze Mission Masters figure was from the New Batman Adventures (Gotham Knights) cartoon. (see pic below) The Batman Beyond design was quite different and was never made, unfortunately.

Yeah, you beat me to it, Matt. In the episode, Mr.Freeze is seen at the beginning as just a head. He is then given a new human body, but his condition quickly takes over that body as well forcing him to go back into one of his suits that he had hodden away. Very cool design indeed:
