Hard to say. The GCPD has from time to time, wanted to arrest and unmask the Bat and his allies. We here in the real world do have anti vigilante laws so a masked character would more likely to be caught and punished. I've noticed in the newer comics, that they citizenry of Gotham have both a positive and a negative reaction to Batman, just as I think we would as well especially if this person did good as Batman does.

Well, if that vigilante was like Batman, wouldn't it be hard for them to catch him? I don't know. I think it would depend on how high the crime rate is in a town.

it all depends. a vigilante that doesnt kill wouldnt really be a must catch type of criminal for the police in a major city. Batman barely uses weapons, so he basically only commits misdemeanors against criminals. a vigilante like Punisher or Vigilante though, would be a high priority must catch type of thing. i mean those characters kill in cold blood. Punisher could technically be tried as a serial killer.

I think that with positive vigilantes in the media, society might accept a vigilante with morals, but as for the government, that's another story. And for all I know, the majority of society might even want a vigilante that does kill like Vigilante or Punisher, but that would be wrong I suppose.

But what about those like Jason Todd or Helena Bertinelli? Each of those trained and/or worked with a "non lethal" like Batman, but then went on to kill in their pursuits of justice. It walks a fine line with vigilantes as a whole.

The government would put a stop to him pretty quick. Unless the cave he was hiding in was in the middle east.

There is no *absolute law against combating crime or "vigilantism". So long as one obeyed the laws regarding "use of force", didnt interfere with genuine authorities, and didnt infringe upon due process of the accused, you wouldnt be violating any law. However; you would need to identify yourself to authorities (if commanded), and unless you participated in the prosecution, the criminal would often go free. Society I'm sure would likely stand behind such a person.
