For the new characters one there was: Red claw, Ninja Kyodai ken, Tygrus, Sewer king, harley quinn, Renee montoya, and lock up one more can now be added. The Sewer King is correct. Kyodai Ken, Tygrus, & Red Claw never appeared in the comics. 3 characters remain in that question. i'll post the answers later on today if no one gets the rest of them or the second question by then.

Don't know if this counts, but what about Temple Fugate? I know that he's refered to as "Clock King" but I believe that Clock King was/is William Tockman.

Fugate isnt Tockman, they are seperate and Tockman was around well before the series began. Also, Andrea Beaumont, aka The Phantasm. And I took a whack earlier at the Venom question nope. she never appeared in the comics. and yes you are correct about the miraclo stuff, we're looking for who specifically created venom though. Oh what about that extreme lady, who was on the rocket at the end of the show in Batman TAS. For #1 Roxy Rocket. that is correct. 2 characters remain to be named.

As for Andrea Beaumont, This entry from Wikipedia: The Phantasm makes her first return appearance in Batman & Robin Adventures Annual #1 (1996).
The Phantasm also appears in Batman Adventures: Shadows and Masks, in which Andrea goes undercover in the Black Mask's organization, the False Face Society. During this story arc, she confronts Bruce at Wayne Manor and asks him not to interfere with her operation. He rebuffs Andrea, referring to her as a "killer" and thus unworthy of his consideration. She eventually fights Batgirl, who takes some of her gas pellets. She also tries to kill Black Mask

This is a toughie. the question is just where he got the alias from. but if you'd like some hints, yes, Matches Malone is a seperate character, and yes i'm sure of that. and yes, Matches was still alive and around when Bruce started using the alias. basically we're looking for the story of how Bruce came up with the Matches Malone alias and how he came to use it. basically just a what happened.

Their specialty was insurance fraud and arson, but they never crossed the line into violence. Looking to expand their trade they made a move to Gotham City where they ran afoul of the Batman. Nothing could be proved against the brothers, until Carver was found dead and Matches was both the police and Batman's first suspect. Once again he evaded prosecution, but Batman was not deterred, and he watched Matches every move, until he apparently committed suicide by torching himself with gasoline. Batman took this turn of events to create an undercover identity to infiltrate the criminal world. Batman buried Malone next to his brother, learned all he could about the late Matches and assumed his identity. But, what he did not know was that Malone was not dead. Carver had committed suicide, after an arson resulted in the death of a homeless man. Wishing to preserve his brothers honor Matches made the death look like a murder, and then faked his own death using the body of the burned homeless man. He went underground for years, until he heard there was a bounty posted on him for informing on Scarface to Batman. Returning to Gotham to clear his name he was confronted and shot by Scarface. With his dying breath he made Batman swear revenge for his death.
