I dont think it really matters, but when Batman said "Nice" you could assume he did build it, since he got the idea from Falconi with the cloth on the light.

I think it is great that Nolan made it that Gordon invented the Bat-signal. I think how it was introduced/brought into the story in Batman 89 Tim Burton made Batman to look arrogant and full of himself

And the thing that really made this bat signal great, was that it was an actual bat signal! Not a fake compurat generated light in the sky made by some compture program

Not that i gave it a lot of thought to be honest,but to me it seemed logical that Gordon came up with it.After seeing Falconi on the light and his new-found ally in Batman he would have been wondering how he could contact him when he needed to.

in reply to The Dark Knight, it probably was computer generated anyway (correct me if anyone know for sure), but the thing i liked about it (as someone mentioned in another thread) was that it was blurry and it was hard to know exactly what the image was, opposite to the picture-perfect edge quality as in the previous movies. that gave realism to the thing and the idea behind it.

The signal portrayed a 'real' signal I guess then...but it gave a much more real feeling to the movie!
