I read in Batman: The Ultimate Guide to the Dark Knight by Scott Beatty that in 1989, in Batman #436, "Batman: Year Three" began. Does anyone know if this is in print right now, or ever even existed?

yes it was a story arc. i don't know if it's available in TPB, but i always suggest looking for the individual issues.

There is no TPB.
It's a good part present, part flashback orgin of Robin while Nightwing waits for his parent's killer to be released from prison
