I admit stealing this idea from another site, but it was too great to pass up.
Here's the premise:
You get to run DC. If you were in charge, what would you do? Status quo? Return to multiverses? Let Babs walk again? Bring back Barry Allen? Add titles? Cut titles? The DCU is your oyster: How would you run it?
I'd love to know ...

Wow, where to begin.
Definately cut back on one shots, minis and such.
Publish creator themed trade collections of their runs. Example-Kelley Jones run on Batman Norm Breyfogle and Alan Grants Detective and Batman runs. Yes Babs would walk again.
Wally stay Flash.
Creative teams: BATMAN-Doug Moench and Kelley Jones
DETECTIVE-Alan Grant and Norm Breyfogle
3rd BATMAN book-rotating teams like Superman/Batman
NIGHTWING-Chuck Dixon Scott McDaniel
ROBIN Chuck Dixon Tom Grummett
BATGIRL (Babs) Greg Rucka Ale Garza
TEEN TITANS Geoff Johns or Marv Wolfman and Tom Grummett w/ Perez covers
CATWOMAN Devin Grayson Terry Dodson
After Frank and Jims run on ALL-STAR Batman and Robin I would pick:
Peter David and Art Adams!! What do you think??

- the first thing that would be done is bring back a series that should never have ended, Deathstroke. - any plans of getting rid of Cassandra Cain would be squashed, she is Batgirl. - Barbara Gordon starts to walk only to be crippled again. - return Shayera Thal from the dead and give her a series. - do more crossovers with Top Cow, Tomb Raider/Catwoman would be the first, followed by Magdalena/Huntress. - Gotham Central would not be cancelled nor would Gotham Knights. - Alan Grant would be brought back to write a Bat title of his choicing for no less than 2 years. - Huntress would get her own solo title again. - also since i run DC i run DC Direct which means all those Bat villains we all think we'll never see, would be made. - i almost forgot, Bruce is still Batman, will stay Batman, and will always be Batman. that will not change any time soon.

-well first bruce stays batman forever -barbara walks but couldnt deal with being batgirl again and quits and cassandra remains batgirl -wally stays flash -a huntress solo would be good -I would kidnap jeph loeb from marvel and force him to finish hush -add more to the all star series -more crossover stuff -i would really like lee to do some nightwing stuff and finish hush -not really comics, but make more DC video games thats really all I can think of

- Make Jeph Loeb and Tim Sale take over All Star Batman and Robin after Miller and Lee finish their story.
- Keep Bruce Wayne Batman Forever and ever and ever and ever.....
- More DC Video Games
- Move Lee and Miller to Legend of the Dark Knight (anything goes then)
- Reinstate the Brave and The Bold

Buckle up. Here's my radical approach:
-- I would create three separate lines of comics, geared toward different audiences and tastes, with separate continuities.
--------------- "DC Bold" line ----------------
Titles in this line feature mature, stripped down, character-driven ongoing titles in the vein of Batman: Year One and Gotham Central. This is a line with only a couple of titles and they strive to tell stories of a world as close to our own as possible.
Flagship titles: - Batman: The Dark Knight - Superman: The Man of Steel - Possible third title: Brave and the Bold: An anthology series featuring stories of select DC characters.
Ideally, these characters rarely if ever cross over or perhaps even inhabit separate continuities. There's definitely no Justice League.
Wouldn't you love to see an ongoing title done in the vein of Year One or Brubaker/Rucka/Lark? How about a world where Superman is the only superhero, a la the films?
------------ "DC Adventure" line ------------
This is a line that has its soul in comics' Silver Age but takes its cue from the DC animated universe in terms of story approach (though not necessarily artistically). This is an all-ages line that, like JLU and TAS, still addresses adult concepts.
Flagship titles: - Batman and Robin Adventures: Featuring Batman and Robin (Grayson but without the shortpants) with occasional appearances by Batgirl. Very villain focused.
- Superman Adventures: Lois doesn't know Superman's ID. Lex is a corporate powerhouse.
- Justice League Adventures: Features a limited cast of iconic heroes.
- Adventure Comics: An anthology series featuring solo stories of select DC characters.
Again, this line of titles is separate from the others but allows for more liberal crossovers. This universe is based on the most enduring concepts of these characters. No multiverse or JSA.
----------------- Main DC line ----------------
This is the primary DC line, with a continuity that takes its lead from the current DCU but with some key changes:
-- A strictly enforced, limited return to the multiverse:
Earth 1: The JLA earth, with Charlton heroes included Earth 2: The JSA earth Earth 3: The Shazam! earth Earth 4: The Crime Syndicate earth (a concept too good to lose but used sparingly)
-- A reduced number of superpowered heroes and villains. The more there are, the less special they become. In addition, there are only so many good stories and characters out there, I'd prefer to see creators focused on the best.
-- Multiple universe crossovers would be allowed on an extremely limited basis. Let's face it, they're fun. But they can also lead to storytelling nightmares and can create more problems than they're worth if handled improperly.
Earth 1 flagship titles:
- Batman - Detective - Batman Confidential: A Batman anthology title featuring Robin, Nightwing, etc., a la "Batman Family" of old.
- Superman - Action - Wonder Woman - Flash - Green Lantern - Justice League: Again, a limited, iconic membership. - Showcase: Anthology of other select DC characters, such as Supergirl, the Atom, Blue Beetle, Hawkman, etc. - Titans: Mixing old and new Teen Titans (the 20somethings and the teens)
Earth 2 flagship titles:
- JSA - All-Star Comics: Anthology featuring JSA characters
Earth 3 title:
- Shazam!
(Oh, and one conceit: None of these universes feature any character that has a "stretchy" superpower. That is the silliest power, no matter what.)

I'd agree that Ralph is a pretty worthless character. He doesn't do anything but stretch. On the otherhand, there's Plasticman. He is the best there is at what he does. He's better than Batman, Superman, Wolverine, you name a character, he can beat them. You cannot be cut. You cannot be shot. You can morph into ANY form your mind can concieve. If you need to fly, you bounce really high and turn into a kite, hang glider, etc (I don't count changing into a plane or rocket ship - those aren't part of Plas' normal powers IMO). Super strength - need to lift a boulder, open an iron door, break a wall, etc? Everything has a point where it has to react to an object pulling it in a specific direction. Everything has cracks that can be exploited and used to break something from within. Even diamonds. Need to incapacitate an enemy? Either wrap around them, mummy style, until they cannot move, or wrap yourself around their head to cut off their air supply. Everyone - even Superman and WW - needs to breathe. When all is said and done, I think Plas is the strongest one there is.

We'd have a DC TV channel - all we'd show would be reruns of the old Plasticman cartoon show and a new show (could be live action, could be animated) following the further adventures of....(drum roll please)....AMBUSH BUG! ;D Sorry - couldn't resist!

Hmmmm, dont think I would do anything too drastic? Eliminate several less than spectacular or "un-nec" titles. I would limit the number, and require a higher standard for mini series, cross overs, and one shots. Avoid gratuitous "gimics" and ignore/refuse "corporate synergy".
Consistancy of Quality! ! !... fine exceptional art and good, solid, fun story telling would be the Priority and focus... period.

If I ran DC?- Barbara Gordon would walk again, and be Batgirl. She would remain with the Birds of Prey.
- Catwoman would remain on, and perhaps use the Jim Balent look.
- Give Zatanna her own comic!
- Make Carrie Kelly Robin!
- ... and above else, allow consistency with artists/writers! In other words, allow the creative people a long run with a particular comic, much the same as Neil Adam did with Batman or Devin Greyon and Jim Balent did with Catwoman.

Ok!
I would publish the following books:
Batman Batman: LOTDK Gotham Centrel (or something of the sort) Detective Comics Robin Nightwing A Batgirl title, (I'd have Cassie and Babs working together as Batgirl) Teen Titans Green Arrow Superman Action Comics Supergirl Superboy Flash Birds of Prey (Black Canary, Huntress, Catwoman) Green Lantern Superman/Batman Teen Titans Go Gotham Adventures Zantanna
I'd also try to close the gap between Marvel and DC, get some crossover minis, Batman/Daredevil, Superman/Spider-Man and such (A little Deathstroke Vs. Punisher would be awesome).
I'd try to hire as much new talent as I can along with keeping the veterns happy, maybe create a better submission program.
Toys and DC Direct in general would get a little more press, and also produce more poster for a cheaper price (sacrifcing paper quality a bit).
I'd love to get some more mature books set in the DC Comics universe. Vertigo would get an overhaul to compliment this.
