Well, the Scarecrow had a pretty small part in TDK. What should they do with him now?

Get rid of him. Obviously I'm a big Scarecrow Fan, but even I don't wanna see him in anymore movies. They really messed up his origin in the first one, and there was really no place for him in the 2nd one. I'm really not sure why they even put him there. I;d love to see a DTV animated movie detailing his origin, from childhood to GU and his first encounter with Batman

he was horribly under-used in TDK, so i see no point in bringing him back in a 3rd film when he played no part whatsoever in the 2nd.
they had to bring him back in TDK to tie up the loose end of what happened to him after the events of Begins, but they could have used him more than they did.

I think it would be cool that if in the third one, Batman would go to Arkham for some reason, and he passes by both Joker and Scarecrow's cells. Hmm, what if they were cellmates?

Batman go to Arkham as in as a prisoner or just go there? No, not as a prisoner. , it could have been possible. I agree with the Crow but not putting Joker. It just doesnt seem right for Joker just to have a little tidbit. He needs a large role or no role IMO.

I honestly feel that instead of focusing on one villain, they should focus on Batman for once and just have him going around, night after night, fighting each villain. Give everyone a little bit of screen time...have maybe 6-10 different villains. It would help to create a fuller universe

I think a cute tiny little cameo appearance would be nice - if they needed to move the story along but nothing huge because like so many pointed out he just isnt needed and they kinda screwed up with him.
As for Matt's idea - I think that would be pretty interesting to see but, as a movie? I don't think that would work out. There would be too many things that the audience would already have to know off hte bat about hte villains. And It does sound like a lengthy script to put in 6-10 villains into a movie. I mean, it could work as a series of some sort on TV, but I don't see it as movie material.

Well, I've see a lot of superhero films, and one of them was killed because it had 3 villains. you'd think it's not that much? WRONG! They even ruined one of the villains just to squeeze him in the movie!
