Spectre is the Wrath of God. He is a mystical spirit/force that usually anchors itself with a human host. Jim Corrigan was the first. A police officer that was murdered. After Hal Jordan died he bonded with SPectre. But now since Hal is alive and well again the Spectre is running around with no host.
Hope that helps. Also I think he's one of the most powerful beings in the DC Universe.

Interesting  When was he bonded with hal, like what book and issues? And can he do any physical damage when he doesn't have a host? |

That would be the Day of Judgement?? Mini-Series and I would say yes he can.

Spectre also played the Angel of Judgement in "Kingdome Come". In this, Spectre alluded that he could act alone, but age has forced him to anchor to a human soul who seeks justice, and in this case, Norman McCay was that anchor. Also, what I thought interesting in KC, you saw Spectre interact with the Wizard Shazam and one of the Galactic Gaurdians of Oa, among others.
