Is Legends of the Dark Knight a non continuity title? Collected Issues of the Dark Knight says it is, but I want some second opinions.

LOTDK depends on the arc. during major storylines like NML and War Games it is. the current arc "snow" takes place very early in Batman's career. but the arc before it was in the present and featured the "death" of Mr. Freeze. when it was started it was a title that was to be used to tell different stories that took place in Batman's past. "snow" isn't the first time that LOTDK has re-done an origin for a villain. "Heat", which is one of the best stories to come out of LOTDK had the renewed origin of Catman. and who can forget "Venom", which is a year one tale and the best arc of LOTDK to date.
to answer your question, all stories are part of continuity as nothing is elseworlds, but for the most part they are untold stories from the past.

the book is in continuity, but most of the stories take place in the past. the current arc is not in the present. for example, "Batman: year one" is part of continuity but when it came out it was a tale from the past. and the current arc in Deatective "city of crime" is pre-war games but it is part of continuity.

my dictionary states this as one of the definitions for continuity:
the property of a continuous and connected period of time.
LOTDK for the most part tells untold stories from Batman's past. they are a part of continuity, as they did happen, it's just the first time that we the reader are viewing them. if the story is an elseworlds tale then it's not a part of continuity. some of the annuals are elseworld.
