I don't collect Nightwing comics, I only get the pleasure of Nightwing when he pops up in Batman, but I was wondering what is up with that new costume he is wearing? Is it something permanent? I hope not because I think it is ugly. Is there a reason for the change, any meaning behind it?

Are you refering to his curent red togs? If so, they are just temporary and were used to further convince Deathstroke Etc. he had "turned to the dark side" or otherwise abandoned the Nightwing / hero world and was a "new man".
