Alright, all these Supergirls have confused me. Ok here is what I know of.......there is old-school Supergirl who is now Power Girl. Then there was that wierd alien shapeshifter one Luthor hung with. Next is the one with gloves and white outfit. Finally, the Paris Hilton looking one that was introduced in the 2nd arc of Bats/Supes. Ok, my question.......what happened to the White outfit Supergirl, and what is her origin?

I'll try to remember to transcribe whats in there if I get time.

Power Girl is Kara Zor-L, earth-2's Supergirl. then there's Kara Zor-El, the Supergirl who died in Crisis on Infinite Earths, then there was Matrix, she escaped from a pocket universe and became Luthor's lover. then Matrix merged with the body of a dead girl named Linda Danvers. that's the one with the white costume. she gained powers of an angel. she retired after helping the original Kara Zor-El return to her own reality. then there was Cir-El, a creation of the Futuresmiths who claimed to be Superman's daughter from the future. then there is the current Supergirl, Kara Zor-El II, who was introduced in Superman/Batman. hope that clears things up for you.

I haven't read any Superman/Batman other than the Public Enemies arc, but do you know exactly who Kara Zor-El II is, in relation to Superman? Is she his cousin also? Why is she Kara Zor-El II?

she's Superman's cousin. technically she is just Kara Zor-El no I or II, because the first Kara Zor-El was erased from existance. so the new Kara is basically the post-crisis version of the first, with some slight differances. but she really is the second, as only a few know of the original Supergirl's existance. so the II is just because she's the second character to have the name Kara Zor-El.
